The Obama administration agreed to transfer him to Uruguay despite the fact that military and intelligence professionals rated him a "high risk" detainee, someone who was "likely to pose a threat to the U.S., its interests and allies," and despite the fact that the president of Uruguay warned in advance that his country would not monitor him.
