SOVEREIGNTY, NATIONHOOD & POLITICAL ORDER IN AFRICA

Sovereignty, statehood and political order in Africa

A continent that was once the world’s most insistent on state sovereignty has become highly tolerant, and even encouraging, of military intervention. What was once seen as a dangerously revisionist practice is now perceived by African decision-makers as a way to enhance sovereignty, argue Ricardo Soares de Oliveira and Harry Verhoeven in the new issue of Survival: Global Politics and Strategy.

HOW TO UNDERSTAND THE VIETNAM WAR

What Was the Vietnam War About?
(New York Times) Was America’s war in Vietnam a noble struggle against Communist aggression, a tragic intervention in a civil conflict, or an imperialist counterrevolution to crush a movement of national liberation? Those competing interpretations ignited fiery debates in the 1960s and remain unresolved today. How we name and define this most controversial of American wars is not a narrow scholarly exercise, but profoundly shapes public memory of its meaning and ongoing significance to American national identity and foreign policy.

AFRICA:  A LONG WALK HOME

This is the story of how, over a period of one hundred and ninety-two days, I was torn away from the life I knew and loved, and dragged down to the depths of despair; of how I endured enforced isolation and near-starvation at the hands of Somali pirates; and of how I made a choice to survive by any and all means that I could muster.

In September 2011 Judith Tebbutt and her husband David set out on an adventurous holiday to Kenya. A couple for thirty-three years, they had first met in Zambia: Africa had played a major part in their life together. After a joyous week on safari in the Masai Mara, they flew on to a beach resort forty kilometres south of Somalia. And there, in the early hours of 11 September, tragedy struck them. Judith was torn away from David by a band of armed pirates, dragged over sea and land to a village in the arid heart of lawless Somalia, and there held hostage in a squalid room, a ransom on her head. There, too, she learned the terrible truth that the responsibility of securing her release now rested with her son Ollie. Powerful, moving and at times quite devastating, this is Judith Tebbutt's story in her own words.

REFLECTIONS ON RUNNING A THINK TANK:  ARTHUR BROOKS STEPS DOWN AT AEI

Arthur Brooks to step down as AEI president in 2019
After a decade of service, Arthur Brooks intends to step down as president of AEI. “Brooks has taken AEI to new heights in his tenure,” said Tully Friedman, co-chair of AEI's Board of Trustees. “He has built on AEI’s legacy of high quality research, transitioned AEI to a new and permanent home, established impactful new policy departments, and oversaw an unprecedented period of strong financial growth.” Full Story

Reflections on a decade of leading a think tank
Arthur C. Brooks | The Wall Street Journal
AEI’s motto, going back to its earliest days, is: “A competition of ideas is fundamental to a free society.” Vigorous disagreements, expressed with civility and respect, strengthen a democratic and pluralistic culture. Conformity of ideas leads to stagnation and mediocrity. After a decade promoting this mission, Brooks writes that what worries him most today — not for AEI, but for America — is that the competition of ideas is under attack.

Indian politicians need to respect the military’s ethos
 PRAKASH KATOCH
Relations between the Indian military and the civilian leadership have always been bound by strict rules and codes. Since India gained independence in 1947, it was always believed that its destiny lay in a democracy that is nurtured by a civilian political leadership. As a result of that ethos, the Indian Army has been strictly apolitical and has always maintained a strict code of never commenting on, let alone interfering in, decisions that are...
